 Integrated Cruise Ship Facility Study

TMG assisted the design firm of LEO A DALY in surveying the seven commercial harbors and six anchorage ports throughout the State of Hawaii as part of State-wide cruise-related facilities master planning effort for the Harbors Division of the State's Department of Transportation.

The Statewide Cruise Facilities Study included:

  • Analysis of the size and growth of the cruise industry and the Hawaii market to the year 2020;
  • Economic analysis of the industry's contribution to the state economy, based on projected gross state product (GSP), household income, taxes and job creation; and
  • Survey of existing port facilities with recommended improvements.
  • In addition to a cost-benefit analysis to determine the feasibility of proposed improvements.
  • The study also summarized project-funding options from private and public sources with a proposed implementation schedule.
  • Harbors and Ports included in the study were Honolulu, Oahu; Kahului and Lahaina, Maui; Nawiliwili, Port Allen, Kikiaola, and Hanalei, Kauai; Hilo, Kawaihae, Kailua-Kona, and Wailoa, Hawaii; Kaunakakai, Molokai; and Manele, Lanai.

 Master Planning Port/Harbor Development

TMG participated in planning group which developed the Commercial Harbors 2020 Master Plan to serve as a guide to develop, maintain and enhance Hawaii's commercial harbor system to ensure its efficient, safe, accessible and economical operations. This planning participatory effort was done through a series of four individual Master Plans covering the State's ten (10) commmercial harbors on six (6) islands.

The objectives of the Master Plan are:

  • To plan the necessary port and harbor facilities to meet the future operational requirements of Hawaii's commercial harbor users.  Facilities will be planned to preserve or enhance current harbor capacity and to insure a high level of safety, a reliable security system and preservation of the environment.
  • To promote Hawaii's economy through a focus on facilities for cargo, tourism, and commercial fishing operations in a manner that best relates to and serves the commerce of the State.
  • To optimize the maritime commercial utilization of port and adjacent resources in creating an efficient, productive, accessible, and user friendly harbor environment.
  • To actively pursue solutions to commercial harbor problems through the identification, acquisition and development of additional harbors facilities.

 Cruise Ship Operations

TMG provides assistance to cruise line owners/operators with their operations in particular as it relates to operating and calling to Hawaiian Island ports.

Services provided include:

  • Development of vessel itineraties
  • Strategic planning initiatives
  • Provide local knowledge of ports of call
  • Assist in corporate government affairs efforts
  • Port development, infrastructure improvements
  • Assist in regulatory compliance issues
  • Coordination of port services support requirements

 Maritime Port Security

TMG works with various public and private sector agencies, providing assistance with seaport security assessments, and the development and implementation of physical security systems. In addition TMG assists in reviewing security policies and procedures, and assisting with personnel training tailored to the needs of the port/terminal facility.

State of Hawaii - Department of Transportation Harbors Division

  • Developed immediate and long-term statewide port security program and measures in accordance with international (ISPS) and federal (MTSA) regulations for port facilities.
  • TMG is a member of State Law Enforcement Coalition (SLEC), comprised of LEO's from state, federal and state agencies, serving as a maritime industry advisor to the coaliton. SLEC works on programs and procedures that enhance emergency/security preparedness and response at Hawaii's commercial harbor and port facilities. 

American Classic Voyages  (American Hawaii Cruise /United States Lines)

  • Drafted and obtained regulatory USCG approval for vessel security plans in accordance with the requirements of 33 CFR and applicable NVICs to meet the requirements of ISPS and MTSA.

 

 Maritime Training Programs

IMO (SOLAS-STCW) / USCG Regulatory Training

TMG provided assistance in the development of comprehensive training programs to support the administration of shipboard and shore-side regulatory compliance/safety training programs for ship personnel to meet both international STCW (Standards of Training for Certification of Watchstanders) and the USCG's Code of Federal Regulations mandates.

American Classic Voyages (American Hawaii Cruises / United States Lines)

Drafted various shipboard safety training curriculum and programs and secured USCG regulatory approval/certification, for their implementation and incorporation into company safety program.

Assisted in development, implementation and evaluation of USCG licensed deck officer training with 360 degree full mission ship maneuvering simulators in support of Bridge Resource Team Management training and Ship Handling training.

Norwegian Cruises Lines (NCL America)

Drafted company pilotage training program for senior licensed officers to assist in preparing them for pilotage of company vessels operating in Hawaiian waters and ports.


 Legislative / Regulatory Initiatives

TMG have assisted and represented various private sector companies/organizations on local, national and international maritime legislative initiatives, regulatory and policy issues at hearings, briefings, and business/community informational presentations.

We maintain our established positive relationships with various State, County and Federal agencies, labor organizations, business community, and the visitor and maritime industry.


 Port Development Construction Projects

TMG has assisted State Department of Transportation port authorities and contracted engineering/architectual design firms with operational consultation on port development construction, maintainance and environmental projects.

TMG participated as part of senior management team with operation of US flagged cruise ships homeported in Hawaii.

 Cargo/Container Terminal Operations

TMG recognizes that today's marine terminals must balance the need to increase their cargo/container throughput while meeting a port's mandate for increased levels of the supply chain to meet the service demands for their regionally trade route in addition to the new international (ISPS) and federal (MTSA) port security mandates. Successful marine cargo terminals constantly strive to improve customer service by reducing gate congestion and improving cargo dispatch.
